C2.3 Creative Development Opportunities

Human Autonomy. Does the system maximize human freedom and self-determination?

Change in version 2.0: indicator named for an unchanged clause and bar (codes R3).

Pass threshold

≥50% regular creative engagement, average 10+ hours weekly on non-subsistence pursuits, meaning/purpose satisfaction scores ≥70/100

Clause by clause:

  1. ≥50% regular creative engagement
  2. average 10+ hours weekly on non-subsistence pursuits
  3. meaning/purpose satisfaction scores ≥70/100

What it asks

System enables meaningful contribution beyond mere subsistence. Post-scarcity must value cultural contribution, artistic expression, intellectual development—not just material production.

Why it matters

Maslow’s hierarchy demonstrates humans require more than material security—we seek purpose, mastery, self-actualization. Systems optimized solely for efficiency leave the human spirit impoverished regardless of material abundance.

How it is measured

Clause 1 (regular creative engagement): the share of adults engaging at least weekly in arts, music, writing, crafts, study or invention; no statistical agency publishes this share on a comparable basis, so the clause is aspirational unless the scoring document names a survey that records weekly frequency. Clause 2 (non-subsistence pursuits): average weekly hours of leisure, time outside paid work, unpaid work and personal care, in national time-use surveys (OECD Time Use Database, HETUS, American Time Use Survey). Clause 3 (meaning/purpose): the mean answer on a 0–10 scale to "Overall, to what extent do you feel that the things you do in your life are worthwhile?" (EU-SILC well-being module; UK ONS personal well-being), multiplied by 10. For a design, each is projected on the same measure.

Indicators

clause 1, aspirational; clause 2, OECD Time Use Database, HETUS, ATUS; clause 3, EU-SILC and ONS "worthwhile" item.

How scores are anchored

1.0, pass

System structurally frees substantial time/resources for non-subsistence pursuits, at or plausibly above the threshold. Degrowth Economics (1.0): "Reduced working hours (20-hour week)... explicitly prioritizes creative and social time over productivity."

0.5, partial

Some engagement, meaningfully constrained by time scarcity or narrow access. Status Quo Market Capitalism (0.5): "Only 20-30% engage regularly... time poverty prevents meaningful pursuit."

0.0, structural failure

Structural suppression of creative/cultural activity, typically via state control of cultural production rather than mere time scarcity. Centrally Planned Socialism (0.0): "State control of cultural production suppressed creative expression... culture subordinated to political ideology."

Normative roots

From N1 (Human Flourishing) + N13 (Incentive Alignment).
