C3.3 Multi-Failure Resistance
System Resilience. Can the system maintain function under stress and adapt to change?
Pass threshold
Maintain core functions across ≥3 of 4 compound scenarios with degradation <20%
What it asks
Function under simultaneous shocks across economic, environmental, and social domains. Single-shock resilience insufficient.
Why it matters
Climate crisis + automation + recession represents realistic threat landscape. Systems optimized for normal conditions but failing under compound stress cannot sustain long-term flourishing.
How it is measured
Core functions: poverty (the share of the population above the C1.1 poverty line), housing stability (the C1.3 rate), essential-service capacity and democratic-function capacity. Degradation is each function's fall from its pre-shock level, as a share of that level; the Pass Threshold's figures apply to every function in each scenario counted.
Stress test scenarios
Recession + Automation (30% GDP decline, 15% unemployment, 40% business closures). Inflation + Climate Crisis (8% inflation, 30% agricultural disruption, infrastructure damage). Cyber Attack + Economic Crisis (72-hour infrastructure compromise, simultaneous market shock). Pandemic + Supply Chain (health crisis, border closures, 50% disruption).
How scores are anchored
1.0, pass
Explicit design for compound/simultaneous shocks, typically via decentralization or redundancy. Degrowth Economics (1.0): "Low-throughput systems less vulnerable to supply disruptions. Localized production creates resilience. Explicitly designed for crisis as norm rather than exception."
0.5, partial
Some resilience from distributed structure, but interconnection or market competition still transmits shocks. Market Socialism (0.5): "No single financial elite to trigger systemic crisis. However, market competition and interconnection still create vulnerability to cascading failures."
0.0, structural failure
Optimized for normal conditions only; historically or structurally demonstrated to fail under compound stress. Status Quo Market Capitalism (0.0): "2008 demonstrated vulnerability to financial + economic crisis; COVID showed inability to handle pandemic + supply chain + economic shock simultaneously." Centrally Planned Socialism (0.0): "The system ultimately collapsed under compound stresses."
Normative roots
From N5 (Crisis Robustness) + N10 (Failure Transparency).
