C4.5 Exploitation Elimination
Ethical Integrity. Does the system satisfy justice requirements across time, groups, and power?
Pass threshold
Extraction rates <10% GDP, genuine exit rights from exploitative relationships
Clause by clause:
- Extraction rates <10% GDP
- genuine exit rights from exploitative relationships
What it asks
Remove extractive relationships, not merely regulate them. Structural transformation, not incremental reform.
Why it matters
Systems maintaining landlord-tenant dynamics ($380,000 extraction over 20 years), employer-employee asymmetries (surplus value extraction), or creditor-debtor subordination (wealth transfer through interest) cannot claim to eliminate exploitation—they merely adjust terms.
How it is measured
Extraction rates (wealth transfer from labor to capital, tenants to landlords, borrowers to lenders). Power asymmetries (capacity to refuse participation without penalty). The share of decisions made under duress is measured once, in C2.1.
How scores are anchored
1.0, pass
Structural elimination of extractive relationships (landlord-tenant, employer-employee, creditor-debtor), not merely regulation of their terms. Participatory Economics (1.0): "Eliminates capital accumulation and growth imperative driving exploitation... removes profit motive for extraction."
0.5, partial
Reduced but not eliminated extraction, or elimination in one relationship type (e.g., capital-labor) while another persists (e.g., inter-firm competition). Nordic Social Democracy (0.5): "Reduced exploitation through labor protections, collective bargaining... but still maintains capital-labor relationships with surplus extraction, albeit more equitably distributed."
0.0, structural failure
Extraction is a structural, load-bearing feature of the system rather than an incidental flaw. Status Quo Market Capitalism (0.0): "42% of GDP extracted from labor to capital... exploitation is a structural feature, not aberration."
v2.0 (Session 45): this criterion's Pass Threshold was restated (K5; NEEC_Criteria_v2_s45.md). The band texts and examples were written against Paper v1.4's threshold: they describe, and the threshold above governs (protocol 2.3(g)). Examples are re-estimated in the rescoring pass.
Normative roots
From N3 (Coercion Minimization) + N4 (Universal Wealth Access).
