C5.3 Partial and Parallel Deployability
Implementation Viability. Can the system actually be built and sustained?
Pass threshold
Viable at ≥30% participation, coexistence with traditional markets maintaining ≥90% economic activity, scaling pathway validated through modeling, coordination protocols established
Clause by clause:
- Viable at ≥30% participation
- coexistence with traditional markets maintaining ≥90% economic activity
- scaling pathway validated through modeling
- coordination protocols established
What it asks
System functions with selective participation (30%+ population), coexists with traditional markets without displacement
Why it matters
Unlike systems requiring universal enrollment, partial deployability enables pilot testing, iterative improvement, and voluntary adoption. This dramatically reduces political barriers and technical risks.
How it is measured
Minimum participation threshold for viability. Mixed-economy performance (coexistence with traditional institutions). Scaling pathways from pilots (10,000) to regional (1M+) to national (100M+). Inter-jurisdictional coordination protocols.
How scores are anchored
1.0, pass
Explicitly designed to function at partial adoption and coexist with existing institutions. CCO-PTF-CIP-SZH (1.0): "Viable at 30%+ participation. Can coexist with traditional markets. Scaling pathway validated through modeling: pilots (10,000) → regional (1M+) → national (100M+)."
0.5, partial
Components can be adopted piecemeal, but the comprehensive form requires much higher participation to function as designed. Nordic Social Democracy (0.5): "Components can be adopted piecemeal... but a comprehensive model requires near-universal participation for funding sustainability."
0.0, structural failure
The system requires comprehensive, near-total adoption to function at all. Centrally Planned Socialism (0.0): "Requires comprehensive control to function. Cannot coexist with market economy without either collapsing... or suppressing markets." FALC (0.0): "Cannot function partially—requires comprehensive automation for post-scarcity."
Normative roots
From N9 (Partial Deployability).
